France issues update to childcare standards
An updated list of reference standards for child use and care articles offering presumption of conformity with French Decree 91-1292 has recently been published.
The Decree 91-1292, introduced in December 1991, on the prevention of risks arising from the use of childcare articles, makes it an offence to manufacture, import, possess or offer for sale or distribute, whether free of charge or for a fee, childcare articles that do not meet the requirements of this decree. Specific mention of reference standards offering presumption of conformity with the Decree are given in Article 4 and are subject to periodic update.
The February notice updates the reference of 1 existing European standard – NF EN 1130: 2019 Childcare furniture: Cradles - Safety requirements and test methods, and removes the reference of 1 French standard NF S 54-043 (September 2015) "Childcare articles: Rain coverings".
It is worth noting that infant car seats and carrycots which ordinarily fall within scope of the 1995 decrees relating to child restraint systems for use in motor vehicles, are also subject to the requirements of the childcare decree (no. 91-1292) particularly where they can be used outside a vehicle as a reclined cradle or carrycot.
